An article picked up by the Associated Press on March 25th
outlines the speed at which the New York State Workers Compensation
Board has been answering claims from 9/11, nearly 85% complete. More
interesting in the report is the following piece:
The state still is receiving claims since there is a two-year
filing window after an accident or realization of an injury,
Sullivan said. Workers in the twin towers and those who responded to
the crisis except for uniformed police and firefighters who have a
separate compensation system for on-the-job injuries have filed
claims on burns and injuries, inhalation ailments and scrapes and

Clearly the state has realized that not all injuries can be realized
in 24-72 hours (one of the main criteria for compensation under the
VCF guidelines). If the state recognizes that not all injuries
are realized in 24-72 hours, why can't the VCF?
